Our team of experienced professionals is dedicated to helping communities achieve their vision by providing comprehensive planning, use/market analysis, financial analysis, and implementation services. We understand that many municipalities may not have the in-house staff or resources needed to successfully complete a large-scale project. That's where V2E comes in. We connect the dots between community needs, available resources, and market demand to help create a feasible and sustainable plan for the future.

Our process begins by engaging with community officials to identify community goals and needs. Depending upon market demand, local needs, financial viability, the socio-political environment, construction costs, and how a project might fit into a master plan or ongoing community goal, Envoy will identify potential project locations and community stakeholders. We conduct visioning exercises with design professionals, engineering and construction resources, and local stakeholders to create a conceptual master plan that considers the needs and desires of the community. We also conduct a market analysis to validate demand and prepare preliminary fiscal impact assessments with the help of a municipal fiscal advisor and attorney.

Once the initial plan is developed, we conduct community outreach to gather feedback and refine the plan as needed. We also work with elected officials to create any necessary community groups (CDC, RDC) to help implement the plan. We acquire any necessary property and conduct due diligence, including engineering analysis to address utilities, soils, topography, and drainage.

As the plan progresses, we work with local government agencies to evaluate the fiscal impact and update the master plan as needed based on engineering findings. We may also assist with zoning changes, offer land for private development, solicit developer participation, and negotiate project agreements.

Throughout the entire V2E process, Envoy is committed to transparency and serving as the owner's representative for the life of the project. We may also self-perform some or all of the development work depending on the market and our current capacity, in which case we will forgo any owner's representative fees for that portion of the site. The municipality's engineering consultant would then serve as the owner's representative for those sites.

In addition to our comprehensive V2E service, we also offer zoning assistance to help prepare PUDs, rework existing zoning districts, create overlay districts, or establish design guidelines that align with the master plan and allow for future development.
